NEPA’s New Playbook: Key Points from the White House CEQ’s NEPA Guidance Issued September 29, 2025

The Trump Administration has made permitting reform a centerpiece of its infrastructure agenda. The White House has noted that major projects ‘often take longer to receive Federal permits than to build,’ and the Council on Environmental Quality’s (CEQ) National Environmental Policy Act (NEPA) guidance published September 29, 2025, is part of the plan to change that.
If NEPA had a highlight reel for 2025, it would look like this:
PROJECT HIGHLIGHT: Celebrating the White Sands Missile Range Watershed Resiliency Programmatic Environmental Assessment
We’re excited to share the successful completion of the White Sands Missile Range (WSMR) Watershed Resiliency Programmatic Environmental Assessment (EA)!

Together, we created a framework to help WSMR prepare for extreme weather and strengthen long term resilience. This project was made possible by the leadership at WSMR, who recognized the need for long-term solutions regarding flooding and set the vision for watershed resiliency planning.
WSMR shared: “Scout is very professional and brings knowledgeable people together. They think outside the box, which has been important with several projects… [Scout] is very prompt with communication, positive, and organized. [WSMR] is grateful to have a team from Scout.”
We’re grateful to WSMR, and our teaming partners, Michael Baker International and FMF Pandion, for making this project a success. We look forward to many more opportunities to support resilience across military installations and the communities they serve.

We’re excited to share that Scout’s Senior Aquatic Sciences Team lead, Barry Snyder, will be attending the Western Dredging Association (WEDA)’s 2025 Pacific Chapter Meeting October 21-23. On October 23, his session, “San Diego Bay Sediment Remediation: A Historical Overview,” will chart the Bay’s journey from pollution to progress, highlighting everything from hidden contaminants to restored waterways. Attendees can gain valuable insights as Barry brings dredging challenges, and solutions, to the surface. Looking forward to him connecting with teaming partners while he’s in Honolulu.

Scout’s Vice President Melanie Hernandez will join Fred Wagner (Moderator-Jacobs), Matt Petersen (SWCA), and Kent Sharp (SE Group) at the Foundation for Natural Resources and Energy Law (FNREL) NEPA Conference on Nov. 6-7 in Salt Lake City. Their session, “NEPA Practice Tips and Success Stories – The Perspective of NEPA Consultants,” will explore real-world lessons learned and success stories.

Callie Hansen is an environmental planner and Project Management Professional (PMP) with more than eight years of experience leading complex National Environmental Policy Act (NEPA) projects for the Department of the Interior (DoI) and the Department of Defense (DoD). She has successfully managed more than 40 NEPA analyses across the U.S., supporting initiatives in recreation, training, operations, infrastructure, renewable energy, and water resources. At Scout Environmental, Callie oversees interdisciplinary teams, ensuring regulatory compliance, technical accuracy, and efficient project delivery for military and federal clients including the U.S. Army, U.S. Department of Veterans Affairs, and Bureau of Land Management. Her leadership and quality assurance expertise have been instrumental in advancing environmentally responsible decision-making across diverse mission-critical projects.
Before launching her civilian career, Callie served in the U.S. Navy as a Petty Officer First Class, where she honed the discipline, teamwork, and strategic communication skills that continue to define her professional approach. During her six years of active duty, she completed advanced language training at the Defense Language Institute, earning an Associate of Arts in Arabic Studies. She later went on to complete a Master of Science in Environmental Policy and Management from American Military University, further blending her military experience with a passion for environmental stewardship and public service. Scout is fortunate to have Callie’s expertise guiding its NEPA projects, and her dedication, strategic insight, and Navy-honed discipline continue to make a lasting impact on the team and the clients they serve.

FACILITIES INSPECTOR
Scout is seeking Facility Condition Assessors/Inspectors. The work will likely require up to 70% of your time traveling to military installations to perform facility condition assessments across the nation for up to two weeks at a time, with breaks between trips. Candidates must have ~5 years’ experience in conducting facility condition assessments or equivalent formal trade school education/experience in plumbing, roofing, mechanical systems, exteriors, roofing, fire protection, and/or electrical systems. Familiarity with BUILDER software is desired, but not required, should candidates be willing and able to learn how to use the BUILDER software. A PE is also not required.
This is an hourly position with the potential to become full-time, depending on the candidate's wishes and Scout’s needs.
